National ID and Voter Registration Project for Bangladesh

TigerIT BD had delivered this solution to provide an integrated Automated Fingerprint Identification System (AFIS) for the Voter Registration and National ID project in Bangladesh. The AFIS was be used by the Bangladesh army to assist Bangladesh election commission to create an error-free voter roll for the 2008 national parliamentary election to be held by December, 2008. TigerIT BD's software manages the secure registration, issuance and lifecycle of identity credentials.

TigerIT BD identity management system helps to ease the pain of issuing and managing identity credentials. It currently manages millions of national ID cards issued in Bangladesh through the TigerIT BD system.

The Software is developed for Client Server paradigm. At the Client End information is gathered using various peripheral devices and stored in the local Data Base. Eventually all collected data are sent to Server End for further processing and storage.

TigerIT solution is organized around three areas: advanced solutions for people registration and authentication for a wide range of government applications, finger print alias checking for duplicate entries and Card management system (CMS).


The Client:
The client application is the data enrollment node. All personal and geographic data including photograph and fingerprint are entered here. Data is collected on individual PC's or laptops from different data collection booths. The data is then exported from the client and imported in a central server.

Card Management Server (CMS):
The CMS server is the heart of the BPIMS. The exported data from the client node is imported to the server for further processing and finally printing ID cards and lists. It is a web application and the proof readers can log in to the server to correct and authenticate the data.

The main tasks of the CMS server are -

The vetting server is used to do the biometric matching of fingerprints and facial images.

Derivatives of the solution

The Biometric People Identity and Management System has many derivatives. So far TigerIT has sold one of its derivatives, but other solutions have been developed and some are in the pipeline.
